feat(discovery): opt-in shadow scheduler and /healthz/discovery
siddhm11 +1: Claude Opus 5.5The FastAPI lifespan owns the scheduler. HF_DISCOVERY_MODE=shadow starts it; the default leaves it off, and invalid settings fail closed. A store lock stops a second owner from collecting, and model-loading failures do not burn candidate retries. /healthz/discovery reports cached status only and always serving_enabled=false.
