- lib/recon-analysis.mjs: normalize persisted recon results into structured observations (subdomain, dns_record, http_service, tls_certificate, technology, security_metadata)
- lib/recon-learning.mjs: append-only learning storage (.config/phantom/learning/recon.jsonl) with secret filtering
- lib/recon-intelligence.mjs: read-only intelligence layer (observation/tech/http/dns/security summaries, learned summary, passive recommendations)
- lib/recon-planner.mjs: deterministic passive next-action planner with scope guard, dedup, learning-influenced ranking
- lib/tools.mjs: added recon_analyze, recon_intelligence, mission_next CLI tools
- lib/recon.mjs: auto-generates learning on mission completion
- lib/mission.mjs: enhanced isInScope with exclusion handling
- test/core.test.mjs: 188 tests covering all new modules and integrations
All 188 tests pass, build succeeds.
fix: Bugcrowd API endpoint + HTML response handling

- Config now loads from project root (config.json) first, then ~/.config/phantom/config.json
- Deep merge preserves nested objects (agents, ui, providers) instead of shallow spread
- HackerOne tool updated to use same dual-location deep merge pattern
- All config writes now target user config (~/.config/phantom/config.json)

- Auto-refresh intervals for health/schedules/missions/tasks
