PR 1 — Mandatory ROOT-GNN Scientific Parity CI
Planning PR for ci/root-gnn-parity-gate.
Add a Linux CPU CI gate that installs the root-gnn extra, runs parity with GNN4COLLIDERS_REQUIRE_ROOT_GNN=1, rejects unexpected skips, and uploads a machine-readable reproducibility report.
This PR entry is intentionally created as a roadmap placeholder; implementation should remain focused on the scope above and follow tasks/task22.md.

Added the Hugging Face webhook/Job runner, exact PR revision selection, strict parity execution, JSON report generation, PR result comments, registration helper, and unit coverage.
Deployment is currently blocked because creating the source Hugging Face Job returned HTTP 402: the account has insufficient prepaid Job credits. The webhook has not been registered until a runnable Job is available.
Corrected bootstrap invocation and force-updated the PR ref to commit e6b810c. Local validation remains green. Webhook registration is still pending Hugging Face Jobs credit availability.
Closed as skipped: the native Hugging Face Job path requires prepaid compute credits. The reusable runner remains in the PR history if external CI is adopted later.
