liris: read back quant fidelity spec8

Counter-verifies Acer's QUANTFIDELITYSPEC8 before implementation. Keeps the QUANT8/QUANT4 firewall, accepts ranking preservation as the gate-relevant property, and patches four methodology issues: absolute cosine error near rho=0, pilot-only p99 at 50 pairs, split bucket adversaries into same-sign and cancellation cases, and downgrade the JL row to a heuristic reference with fixed-6 output rounding.
