Add comprehensive model card for CoTAP

This PR adds a comprehensive model card for the CoTAP model, based on the paper Semantic Concentration for Self-Supervised Dense Representations Learning.
It includes:
- Relevant metadata (
pipeline_tag,library_name) to improve discoverability at https://huggingface.co/models?pipeline_tag=image-feature-extraction and enable automated code snippets. - A link to the official Hugging Face paper page.
- Links to the project page and GitHub repository.
- The paper abstract.
- Detailed information on the model's features, checkpoints, installation, training, and evaluation, extracted directly from the GitHub README.
This will greatly enhance the usability and discoverability of the model on the Hub.
