Add pipeline tag and library name

This PR adds the library_name and pipeline_tag to the model card metadata, ensuring the model is properly categorized on the Hub and can be discovered through the corresponding filters. The library_name is set to transformers because the repository contains a standard Transformers-compatible config, and pipeline_tag is set to text-generation since the model generates text/code completions.
