Manara-Annotate is a specialized 1.5B-parameter Small Language Model (SLM) engineered for high-fidelity, sovereign Arabic data auditing and labeling. It is designed with a "Sovereignty First" architecture, ensuring full compliance with Kuwaiti and GCC data governance frameworks, including the Kuwait Declaration on Responsible AI (February 2026) and the Kuwait Data Privacy Protection Regulation (DPPR).

This repository provides a production-ready, auditable, and institutionally structured foundation model for government and enterprise entities in the Gulf. It is designed to be deployed on-premise or within a designated sovereign cloud, providing state-of-the-art NLP capabilities without compromising data residency or security.
