Add pipeline tag and links to paper, project, and code

This PR adds the pipeline_tag: time-series-forecasting to the YAML metadata, making the model discoverable under the time-series forecasting category. It also adds links to the paper page and project/SWEC iEEG dataset page in the model card content.
