Breeze TTS 2 suite handler

Custom handler for the private HF Inference Endpoint vividlex-breeze-tts.

Weights: BreezeBlue/Breeze-TTS-2 (research / non-commercial). Do not expose to members.
Code: Apache breezeblue-ai/breeze-tts, cloned on the box.
Serves GET /health and POST /v1/audio/speech (OpenAI JSON or Breeze multipart) as 24 kHz WAV.
bootstrap.py pulls code with urllib — do not use apt-get/curl on the pytorch image (HF IE exit 22).
Image is pytorch:2.6.0-cuda12.4. The cu124 wheel index has no torch 2.9.1 (only 2.4–2.6). Force-reinstall torch 2.6.0 + torchvision 0.21.0 + torchaudio 2.6.0 after other pip deps so qwen-tts cannot leave a mismatched torch.

Admin-only in AccessHub Models and the VoiceForge / BookForge TTS picker.
