Add model card, paper link, and metadata

This PR adds a model card for the DSpark draft model, linking it to the paper DSpark: Confidence-Scheduled Speculative Decoding with Semi-Autoregressive Generation and its official GitHub repository. It also populates the YAML metadata with the correct license and pipeline tag.
