Add FoundYou weights, config and model card

This PR adds the FoundYou weights, a config and a model card.

model.safetensors: the foundyou.pth checkpoint from Google Drive converted to safetensors, bit-identical (same 167 tensors, 5.9M parameters). sha256 of foundyou.pth: 9a56b19d7ff25889ee8f1a0db7b9118151d8c1c4ed272069184dad8e9214adf0; sha256 of model.safetensors: a22c013ba13d41772feeb448fd72ef524d4545e9276ecfa15b93706e1334c2ef. SAM 2-small is not included; the code still downloads it as before.
config.json: the model settings (the values in configs/*.yaml).
README.md: the model card. It replaces the current license-only README and keeps license: apache-2.0. It links the paper, so the model shows up on https://huggingface.co/papers/2608.29917. Its BibTeX is the published ECCV 2026 entry (Springer, pages 585–604, DOI 10.1007/978-3-032-37041-9_31); the GitHub pull request updates the README's BibTeX the same way.

A separate pull request on GitHub (ga1i13o/FoundYou) will switch the code to download the weights from this repo, so please merge this one first.
