Add paper and project page links, update pipeline tag

This PR adds direct links to the paper (Hugging Face paper page) and the official project blog (Google Research) to the model card. It also updates the pipeline_tag from tabular-classification to other, since TabFM is a tabular foundation model that does not fit into standard pipeline categories. All other content remains unchanged.
