Which model should I use? (2026-09-12) There are now two MOBIUS custom Gemma-4 12B models. They behave the same on governance probes; they differ in base artifact, runtime, and speed.

Both are 3–7× faster per call than this build, on verifiable base weights, on the runtime the compact-L0 measurements were made on. If you need the transformers shape (safetensors,
trust_remote_code, vLLM/SGLang), stay here — this revision repairs thepipe(text)break under transformers ≥ 5 and the leakedthoughtlabel (see Changelog). Governance quality was not the reason for C1; the measurements are in C1'seval/.
Gemma-4 with a lightweight governance layer: answer-entitlement (MMV) in front, context governance (RCGov) on the retrieved context, and no reflective questioning.
This is a governance-aware wrapper around a Gemma-2-architecture ("Gemma-4") causal LM. It adds two model-independent, local-first governance stages around ordinary text generation:
- MMV — answer entitlement (from MOBIUS INFINITY). Before generating, the pipeline asks "is this turn answerable as posed?". Unsafe or inadmissible turns are refused; under-specified turns are deferred. Only entitled turns reach the model.
- RCGov — context governance (from Mobius Reflective Context Governor).
Retrieved/RAG context is governed before the model reads it: every segment is
either kept byte-for-byte, kept with a listed heuristic flag, or replaced by a
placeholder whose reason is in
governed["excluded"](confirmed secrets, injection patterns, quarantine). The model only ever sees governed context, and nothing is dropped without a trace (v1.1; see Changelog). A pipeline-level injection guard (defense-in-depth) drops obvious imperative-override / role-hijack context before governance, because RCGov's own injection detector is narrow (see Limitations — this is honest, not a robust injection defense).
The added latency budget is small (target < 2.5 s over vanilla generation): the default MMV router is a pure-Python heuristic and RCGov detection is regex / entropy / lexical (no extra model calls).
AGPL-3.0. Patent pending. MMV (answer entitlement) and RCGov (context governance) are covered by pending patents held by MOBIUS LLC.
How it differs from vanilla Gemma-4
| vanilla Gemma-4 | gemma4-mobius-custom | |
|---|---|---|
| Under-specified query ("which is better, X or Y?") | guesses an answer | defers (route=ask), points to INFINITY for the clarifying-question loop |
| Inadmissible / unsafe query | relies on model refusal | refuses before generation (route=abstain, MMV entitlement) |
| Retrieved context | injected raw | governed segment by segment: secrets/injection replaced by placeholders with reasons, the rest byte-identical |
| Prompt injection inside RAG context | reaches the model | scanned & gated out by RCGov before the model reads it |
| Output | a string | a dict: {route, reason_code, entitled, text, governed, context_empty} |
Vanilla generation still happens on the answer branch — the governance layer changes what the model is allowed to answer and what it is allowed to read, not the base weights.

Environment
INFINITY_MMV=1— route with the real MMV engine instead of the built-in heuristic. Requiresmobius-infinityinstalled and theMOBIUS_MMVbackend onMMV_ROOTand a running Ollama. If any is missing the pipeline warns and auto-falls-back to the heuristic router.
Integration with the full INFINITY stack (reflective questioning)
This model deliberately omits reflective questioning (RQA). In the full
MOBIUS INFINITY stack, an ask route is
not a dead end — it is handed to the RQA controller, which generates a clarifying
question ("surface the missing constraints as questions") instead of guessing. That
loop is heavier (Ollama-bound, multi-candidate generation + selection) and is out of
scope for a lightweight HF entry point.
Here, an ask turn is surfaced as a deferral whose message points back to
INFINITY. To get the clarifying-question behavior, run the full stack:
pip install "mobius-infinity @ git+https://github.com/mobius-style/infinity.git"
# see infinity/ero/wiring.py:build_orchestrator(...) — MMV (answer entitlement)
# composed *sequentially* with RQA (reflective questioning), never layered.
The composition contract is identical to what this pipeline uses for MMV
(EntitlementSource.evaluate → EntitlementResult); INFINITY simply adds the ask
branch (ReflectionSource.reflect → ReflectionResult) downstream.

Limitations
- The default MMV router is a heuristic stand-in, not the full MMV engine. It
reproduces the decision surface (route + reason_code) with local rules and is
intentionally conservative; for production entitlement fidelity, enable
INFINITY_MMV=1with the backends installed. - Injection defense is heuristic, not comprehensive. RCGov's built-in
prompt-injection detector is seed-based (a short list of literal substrings) and,
as measured (
eval/injection_corpus.py), leaks most non-literal phrasings ("ignore all previous instructions", "disregard the above", "you are now DAN"). This pipeline adds a regex injection guard (100 % recall / 0 % false-positive on that corpus) as defense-in-depth, but a determined attacker can still craft bypasses. Treat it as hygiene, not a security boundary. Secret/credential filtering (RCGov, regex + entropy) is much stronger. - RCGov governance is fail-closed on the context since v1.1: if rcgov errors, the
retrieved context is withheld (never passed raw) and
governed={"governed": False, "withheld": True}; the model then answers from parametric memory or abstains peron_empty_pack. Only when rcgov is not installed does raw context pass through, with aRuntimeWarningandgoverned=False(fallback policy below). - v1.0 handed the model rcgov's Clean Context Pack, which is a triage of the input by
authority and priority, not a scrubbed copy: segments routed to review were dropped
without a trace whenever another segment was admitted, and an English paragraph of
plain prose typically vanished while
governedreadTrue. Fixed in v1.1 by rebuilding the context from rcgov's per-segment records (see Changelog). config.jsonhere mirrorsgoogle/gemma-2-9b-it. Ship the model weights and tokenizer alongside these files (or set your ownbase_model).
Evaluation
Reproducible harnesses under eval/ — model-independent, no weights needed:
| harness | what it measures | current result |
|---|---|---|
eval/router_corpus.py |
entitlement routing vs an adversarial 37-case corpus (benign traps, unsafe, under-spec) | 37/37, 0 unsafe-leaked, 0 over-gated |
eval/injection_corpus.py |
injection-guard recall / false-positive (22 cases) | 12/12 caught, 10/10 benign preserved |
eval/integration_test.py |
full preprocess→_forward→postprocess flow with real RCGov + a fake model (routing, admission, injection+secret filtering, empty-pack policy) |
12/12 |
pip install -r requirements.txt
python3 eval/router_corpus.py && python3 eval/injection_corpus.py && python3 eval/integration_test.py
Fallback policy (fail-closed on governed context, fail-closed on entitlement)
- RCGov errors → the retrieved context is withheld; nothing raw reaches the
model.
governed={"governed": False, "withheld": True, "reason": ...},context_empty=True, andon_empty_packdecides between a parametric answer (default) andabstain. ARuntimeWarningsays so. (v1.0 passed the raw context through here — changed in v1.1.) - RCGov not installed → raw context passes through with a
RuntimeWarningandgoverned=False, reason="rcgov_unavailable"— the optional-dependency contract, unchanged. Install it to get governance. - RCGov admits no segment (everything excluded) → controlled by
on_empty_pack(defaultanswer_parametric, withcontext_empty=True; setabstainto fail closed). Every excluded segment is listed ingoverned["excluded"]with its reason. - MMV
abstain→ refuse; the model is never called. - MMV
ask→ defer (no RQA in this model); the model is never called. - MMV backend missing (when
INFINITY_MMV=1) → warn, fall back to heuristic router.

Changelog
2026-09-29 — v1.2: a secret on a # line survived its own excision (release notes)
What was wrong. v1.1 rebuilt the context with a loop of its own, copied from the same
source as four sibling products. When a segment was excised, the loop kept the segment's
first line if it looked like a Markdown heading — and a commented line such as
# HF_TOKEN=… or # old: aws_secret_access_key = … looks like one. rcgov detected the
secret, the segment became a placeholder, and the line holding the secret was written
back above the placeholder and repeated in governed["excluded"][].heading. Separately,
rcgov 0.2.0 had no named pattern for AWS secret access keys or sk- keys; they were
flagged only as high-entropy tokens, which are kept.
What changed. _govern() calls rcgov.service.rebuild_records (rcgov 0.2.2) and
carries no rebuild of its own. requirements.txt pins rcgov to the tag v0.2.3. With
an older rcgov the context is withheld (governed=False, withheld=True), as for any
other governance error. The shape of governed is unchanged.
Behaviour you may notice. The heading line of an excised segment is removed when it
carries any finding at all, including a path or a long token that would be kept in body
text (## /srv/app/<long id>/run.md over a body that holds a key: the heading goes with
the body, and excluded[].heading shows a marker). And an rcgov that is installed but
fails to import now withholds the context; v1.1 treated every import failure as "not
installed" and passed the raw context through. Only a missing rcgov passes it through,
with the RuntimeWarning.
Verification. test_govern.py gains four cases (13 in all): the comment-line
reproducer, which fails on the v1.1 pipeline.py; a clean heading over an excised
segment is kept; an rcgov without rebuild_records withholds; an rcgov that fails to
import withholds. What rcgov's patterns
still miss (short passwords, passwords with symbols, a key with no label) is listed in
rcgov's README and passes here too. Weights, tokenizer, config and the router are
untouched.
2026-09-20 — v1.1: context governance rebuilt (release notes)
What was wrong. Since the initial release the pipeline governed retrieved context by handing the model rcgov's Clean Context Pack. That pack is a triage of the input — rcgov appraises authority and priority and injects what it deems placeable — not a scrubbed copy of what you passed in. Two consequences, both found on 2026-09-19 while the sibling C1 wrappers were being dogfooded as a daily session-record clerk and their own (worse) RCGov defect was traced:
- A segment rcgov routed to
requires_review(typical for an English paragraph of plain prose with no provenance) was dropped without any trace as long as some other segment was admitted —governedreadTrue,context_emptystayedFalse, and the model simply never saw that text. - When nothing was admitted,
context_empty=Truewas raised correctly (v1.0 had a heading-wrap workaround for exactly this), but the caller could not tell which segments went where or why.
What changed. _govern() now runs rcgov's record-level pipeline
(rcgov.pipeline.run) and rebuilds the context segment by segment from the
structured findings: confirmed secrets, injection patterns and quarantined segments are
replaced by a placeholder and listed in governed["excluded"] with their reason;
heuristic-only flags (high_entropy_token — ids, hashes, paths) are kept and listed
in governed["retained_flagged"]; everything else is copied byte-for-byte. Every span is
verified against rcgov's own record before it is trusted. governed also carries
segments and admitted; context_empty is now decided from admitted == 0, not by
inspecting text for placeholders.
Policy change (read this if you relied on the old fallback). On an rcgov error the
pipeline no longer passes the raw context through. The context is withheld
(governed={"governed": False, "withheld": True, "reason": ...}, context_empty=True)
and on_empty_pack decides whether the model answers from parametric memory (default)
or abstains. The "rcgov not installed" path is unchanged: raw pass-through with a
RuntimeWarning and governed=False. Rationale: an exception inside the governor is
exactly the moment a secret is most likely to slip; "the caller is told" is not enough
when the model has already read it. This matches the C1 wrappers as of 2026-09-19.
Verification. test_govern.py (9 cases, real rcgov, no weights): reproduces the v1.0
drop (test_v1_pack_dropped_plain_english_prose_silently), then covers verbatim
admission, secret exclusion with reason, the injection guard, the all-excluded →
abstain path, the error → withheld path (raw context provably absent from the prompt),
the not-installed contract, and empty input. eval/integration_test.py gains case F.
Weights, tokenizer, config and the entitlement router are untouched; the previous
revision stays reachable as v1.0-doi.
2026-09-12 — repairs (transformers 5.x)
from_pretrained_governed()bypassedPipeline.__init__(object.__new__), sopipe(text)raisedAttributeError: '_num_workers'on transformers ≥ 5 (5.17 tested) whilegenerate_governed()worked. It now constructs through the class's own__init__; a manual fallback covers very old versions.device_mapdefaulted to"auto", which sharded the 7.7 GB NF4 checkpoint across every visible GPU (2.4B params on cuda:0, 4.1B on cuda:1 on a two-GPU box). Default is now one CUDA device; passdevice_map="auto"explicitly to shard.- Gemma-4's chat template opens an empty thought channel even with thinking disabled; the model re-emits
the channel label and answers began with a literal
thought\n. Postprocess now strips channel residue. - Regression tests added for both (
test_pipeline.py, 5 passing under transformers 5.17). - The pre-repair revision is tagged
v1.0-doi(commit205789c5) so citations of the original artifact keep resolving to the bytes that were cited.
