What does optimized for 8 frames mean?

The model card says
The model architecture supports input videos of varying lengths, but it has been optimized for 8 frames, sampled at 1-2 frames per second (FPS).
I wonder what it means. Assuming FPS=1, we're considering what's the implication if the video length is 8s or 15s.
