Night Stop

Decision

Stop active agent expansion for tonight. Do not start new agents, operators, sub-agents, GitHub issues, PRs, pushes, deletes, refactors, or source-project edits.

The current value is in the artifacts already produced by ProjectIntakeTower, not in additional token burn tonight.
