Fix open model filter callback reliability

Cache embedded image assets reused by leaderboard callbacks and harden the open-model size chart when openness metadata is unavailable. This keeps the open-model filter from doing repeated asset encoding work and prevents missing metadata from surfacing as a Gradio connection error.
Fixes OpenHands/openhands-index-results#1227.
