fix(planner): drop scale-to-zero timeout that the Endpoints API rejects
With MIN_REPLICA=1 the API refuses --scale-to-zero-timeout ("can only be set when minReplica is 0"), so `deploy` failed before creating anything. Remove the flag and note how to switch to cold starts instead. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>d56a618 -
