 WR92 Course org Hugging Face CLI

Add the same Wish folder structure used in the owner's GitHub repositories to this teaching Space.

  • Record the current educational purpose in docs/wish/LATEST.md.
  • Explain student and instructor flows in docs/wish/DESIGN.md.
  • Add the navigation and archive files, plus a short AGENTS.md entrypoint.
  • Link the Wish from the root README.

Verification: Markdown relative links resolve; git diff --check passes. This changes documentation only.
