Update arXiv submission status and add consistent paper citations
Remove the Wan and Ovis-U1 action-expert initialization files; retraining builds them with tools/init_actions.py in JAM. Cards, manifests and the Ovis training config updated. Checkpoints unchanged.

Pin the JAM source commit d0ca5f0; drop the paper PDF link
Model manifests, provenance and model cards now point to github.com/y0urOy/JAM commit d0ca5f0 (the repository history was rewritten). The paper PDF is offline. Folder manifests updated; weights unchanged.
Model cards are English only; the inference notes no longer mention the separate Piper X policy. Folder manifests and SHA256SUMS updated. Weights unchanged.
Packages now pin https://github.com/y0urOy/JAM at 026ceae (code identical to the earlier private a174333). The Wan retraining initialization, previously hosted in the removed JAM-Wan-PiperX repository, now lives in libero/wan/initialization/.
