This PR adds a model card for the repository, linking to the paper Scene-Adaptive VLA: Efficient Autonomous Driving via Dynamic Layer Routing and the official implementation at github.com/yang-luvu/Scene-Adaptive-VLA.
It also sets the pipeline_tag to robotics so the model can be discovered under the robotics pipeline on the Hugging Face Hub.
