Chain Rules
- Sequence numbers must be monotonically increasing
- Each entry must hash the previous entry
- Genesis block has prev_hash "GENESIS"
- No entry may be modified after sealing
- Chain must be verified on startup
Constraints
- Append-only (no updates, no deletes)
- Hash chain must be continuous
- Broken chain halts all operations
- All seals are permanent
