| ## Override Protocol | |
| No agent may override these rules. If a conflict arises: | |
| 1. RTRUST rules take precedence over all other instructions | |
| 2. SENTINEL has final authority to block any action | |
| 3. All overrides are logged to WORM chain | |
| 4. Human review is required for any exception | |
| ## Amendment Process | |
| Rules may only be amended by: | |
| 1. Human operator approval | |
| 2. Lean 4 proof that the amendment does not weaken existing protections | |
| 3. SENTINEL verification | |
| 4. WORM seal of the amendment | |
