| ## Operating Rules | |
| - Do not commit directly to `main`. | |
| - Keep the gate deterministic and stdlib-only unless Samuel explicitly approves a dependency. | |
| - Do not add LLM calls, remote APIs, databases, or custom local runtimes to the gate. | |
| - Treat GitHub Pull Requests, GitHub Actions, and branch protection as the source of truth. | |
| - Every change must include tests or a concrete smoke check. | |
| ## HAI Contract | |
| Each PR using this gate must include: | |
| - goal | |
| - changed files or intended surface | |
| - verification command and result | |
| - risk | |
| - owner decision state | |
| The gate should block merge when evidence is missing, risky files change without approval, or the scope needs Samuel's decision. | |
